Hawaii Service Rates for 2023
As announced in our Breaking Alert sent out on December 1, 2022, Matson Navigation Company (“Matson”) announced that to offset higher costs incurred, Matson’s rates for their Hawaii service would increase by $250 per westbound container and $125 per eastbound container, effective January 1, 2023. On the same date, their Terminal Handling Charge (THC) increased by $150 to $1,375 per westbound container and by $90 per eastbound container. In addition, the following adjusted surcharges were applied:
▪ Hazardous Ocean Surcharge increased by $25 to $300 per container
▪ Hazardous Truck Surcharge increased by $25 to $150 per container
▪ Stop-in-Transit Surcharge increased by $175 to $755 per 20’ container and by $875 per 40’ or 45’ container
For intermodal, Matson has adjusted that portion of rates separately as appropriate for the individual lane.
For Less-than-Container Load (LCL) cargo, our Customer rates have increased based on various factors, including the commodity, density, and current costs. As a result, our Hawaii rates increased like amounts for Full Container Loads (FCL). These changes were effective with shipments sailing on or after January 1, 2023.
As you may already know, the State of Hawaii increases its Wharfage and Facility Security fees in July of each year. Though the amount of the increase is unknown, we anticipate it to be a minimum of 3% of the current Hawaii Wharfage and Facility Security charges.
Additionally, due to changing costs in our Hawaii operations, we will be increasing some of our Hawaii delivery pricing and local trucking rates effective January 15, 2023. Our Kauai delivery agent also increased their delivery rates, which took effect on January 2, 2023.
Please see the below table for the associated increases by Island:
Terminal Increase
Maui 5% on all services
Kona 10% on all services
KFS/Kauai 4% on all services
Guam, CNMI, and Micronesia Service Rates for 2023
As announced in our Breaking Alert that was sent out on December 29, 2022, Matson Navigation Company (“Matson”) announced that to offset the significantly higher costs all businesses have incurred, Matson’s service rates for their Guam and CNMI service will increase by the following increments effective January 29, 2023:
West Bound East Bound

Terminal Handling Charge $150 Terminal Handling Charge $75 W/M $11 W/M $11
Vehicle $50 Vehicle $50
Hazardous Cargo $25 Hazardous Cargo $25
Hazardous Truck $25 Hazardous Truck $25
For intermodal, Matson will adjust that portion of rates separately as appropriate for the individual lane.
Lastly, The Guam Department of Agriculture recently announced a change to its Invasive Species Inspection Fee effective January 1, 2023. Matson began adding the fee on January 15, 2023.
The current fee assessment of $0.75 per 1,000 lbs. was changed to a per-container charge as follows:
$26 per 20’ container
$52 per 40’ container
$58.50 per 45’ container
As a result, our Guam, CNMI, and Micronesia GISF rates have increased by like amounts for Full Container Loads (FCL). For Less-than-Container Load (LCL) cargo, the GISF rate will be charged at $0.03 per cubic foot. These changes were effective for shipments that sailed on and after January 15, 2023. Please contact your Salesperson to discuss any adjustments to your rate levels.
